PSDP: Project Supervisor Design Process

The Safety, Health & Welfare at Work (Construction) Regulations requires the appointment of a PSDP to oversee health and safety during the design and planning process; which includes alterations in the design and the design of temporary works.

ASM's extensive experience of over 15 years has resulted in a reputation of being a leader in this field. Our comprehensive management system ensures co-ordination between all elements of the design and planning process; ensuring fully compliant health and safety completed designs.



Key duties of the PSDP

  • Identify hazards arising from the design or from the technical, organisational, planning or time related aspects of the project
  • Coordinate the process where identified hazards can be eliminated, if possible, or where the risk can be reduced
  • Ensure all remaining hazards / risks and design assumptions are communicated to the PSCS so they can be dealt with in the Developed Safety & Health Plan
  • Ensure that the work of designers is coordinated to ensure safety including that of temporary work designers and permanent work designers
  • Prepare a written Preliminary Safety and Health Plan for the project. Update the preliminary safety and health when required to ensure any changes in duties or design are communicated to the PSCS
  • Prepare systems to ensure a safety file is prepared for the completed project / structure. Notify the authority and client of non-compliance with any written directions issued. The PSDP may issue directions to designers or contractors or others.

 

PSCS : Project Supervisor Construction Stage

The Safety, Health & Welfare at Work (Construction) Regulations places a requirement to appoint a PSCS for projects which last longer than 30 working days or where a particular risk may exist. ASM has extensive experience in the role of PSCS for a varied range of projects. Our role within this stage of construction is the management and co-ordination of health and safety on-site; from commencement to completion of construction.

Key duties of the PSCS

  • Develop the Safety and Health Plan based on the Preliminary Plan prepared by the PSDP
  • Ensure systems are in place to ensure compliance with the construction regulations and all other relevant legislation
  • Ensure the cooperation between all contractors working on the project
  • Notify the Health & Safety Authority on the approved AF2 form
  • Coordinate the reporting of accidents to the authority
  • Coordinate the election of a site Safety Representative and the provision of relevant information
  • Coordinate the inspection of safe working procedures and monitor compliance of contractors and others
  • Ensure provisions are put in place to restrict unauthorised access onto site
  • Coordinate the provision and maintenance of welfare facilities
  • Coordinate arrangements to ensure all relevant personnel are in compliance with the legislation with regard to safety training (Safe Pass & Construction Skills Certification Scheme CSCS)
  • Appoint a safety advisor where the numbers on site are greater than 100
  • Collate all necessary safety file information for the PSDP
  • Notify the Health & Safety Authority and the Client of non-compliance with written directions issued
